Yes, it does & I do like having my putters externally on the bag.

Yes it is water-resistant but not completely waterproof. Keep in mind that the zipper seams may leak slightly if submerged underwater for long periods of time. The internal pockets are usually made with non-waterproof material so anything you put inside them should be protected accordingly (cell phone, wallet, etc...).
